Starting a care service in Wales can feel like a lot.
This checklist helps you see the main steps before you apply to Care Inspectorate Wales (CIW).

Step 1: Understand Your Service
- I know what service I want to provide.
- I know who the service will support.
- I know what needs the service can meet.
- I know where the service will operate.
Step 2: Read the Right Guidance
Before applying, CIW says providers should familiarise themselves with relevant legislation, guidance and National Minimum Standards.
- I have read the relevant CIW registration guidance.
- I understand the rules that apply to my service.
Step 3: Build the Service Structure
- I know who the provider is.
- I know who will manage the service.
- I know who will provide oversight.
- I understand the Responsible Individual role, where one is required.
Step 4: Prepare the Statement of Purpose
- It explains what my service does.
- It explains who we support.
- It explains how the service works.
- It matches the service we actually plan to provide.

Step 5: Prepare Policies and Procedures
CIW says you should have relevant policies and procedures.
- Policies fit my service.
- Staff will be able to understand and use them.
- Important risks and responsibilities are covered.
Step 6: Prepare Your Application Information
Depending on your provider type, CIW may require documents such as:
- Statement of Purpose
- DBS information
- Business plan
- Cash-flow forecast
- Organisation structure
- References or other supporting information

Step 7: Check Your Financial Plan
- I understand the expected costs.
- I have planned for staffing.
- I have considered cash flow.
- My business plan matches the service I want to run.
Step 8: Review Before Submitting
Ask:
- Does every document describe the same service?
- Is the information accurate?
- Is everything current?
- Are there missing documents?
A Simple Final Check
Do not rush just because you want to open quickly.
CIW says completed initial applications can generally take up to 14 weeks, and longer if more information is needed or returned late.
