It is to understand what is really happening and improve it.
Step 1: Start With the People You Support
Ask:
- Are people safe?
- Are their needs being met?
- Do they feel listened to?
- Are their rights respected?
- What do they say could be better?

Step 2: Look at Your Evidence
Do not only ask, "Do we have a policy?"
Ask:
Are we actually doing what the policy says?
Check:
- Records
- Reviews
- Feedback
- Complaints
- Incidents
- Meetings
- Training
- Actions taken
Look for patterns.
Step 3: Read Your Previous Inspection Report
If you have a previous CIW inspection report:
- Read every finding.
- Check what you promised to improve.
- Confirm what changed.
- Check whether the improvement has lasted.
Do not assume an old problem is gone just because an action was marked complete.
Step 4: Review Your Statement of Purpose
Ask:
- Are we operating as described?
- Has the service changed?
- Is the information still accurate?
CIW says the Statement of Purpose should be kept under review.
Step 5: Review Leadership and Oversight
Strong leadership means problems are found and followed up.
Check:
- Who monitors quality?
- How often?
- What happens when a problem is found?
- Who is responsible for each action?
- How do you know the action worked?
Step 6: Use the Quality of Care Review
CIW's updated quality of care review guidance supports providers to use the review as part of continuous improvement.
Do not treat it as a box to tick.
Use it to answer:
- What is going well?
- What needs to improve?
- What evidence do we have?
- What will we do next?
Step 7: Make a Simple Action Plan
For each issue, write:

Keep the plan simple.
The important part is following through.
Step 8: Check Again
Improvement is not complete when you write an action.

If not, adjust the plan.
